Commissioning Management · Review the PC development and execution of the overall commissioning strategy. · Continual review of the PC commissioning activities across HVAC, mechanical, electrical, piping utilities, and automation systems. · Review system boundaries and turnover strategies. · Review and approval of CP commissioning test plans. · Review of commissioning schedules aligned with project milestones. · Review of the PC commissioning resources, contractors, vendors, and specialist subcontractors. · Monitor the PC commissioning readiness and ensure systems are available for testing and qualification as to the Project programme/schedule. · Monitor commissioning progress and report status to the Project · Delivery Manager and planning lead. · Attend commissioning meetings and readiness reviews with the PC. · Input into technical issues and commissioning conflicts. Project Planning & Coordination · Monitoring that the PC is maintaining detailed commissioning schedules for all systems that require commissioning qualification. · Collaboratively work with the PC to resolve any hurdles that may arise. · Understand the PC supply chain to have a grasp on the commissioning sequence to monitor the sequences of the testing. · Work closely with the Project Planner to assist in tracking the PC · Project schedule and collaboratively review progress on site. · Work closely with the Project Engineer and HSE Lead. · Attend daily, weekly and monthly Project meetings. Technical & Engineering Support · Review and interpret the PC engineering drawings, specifications, and installation plans where and when required. · Thorough knowledge of the Project standards, URS and specifications. · Review of the PC construction sequence method statements and risk assessments for each commissioning activity prior to commencement of the testing. · Monitor that the PC is pro-actively collating turn over dossiers to the pre-approved index to ensure completion on the scope of works. Quality & Compliance · Monitor installation of the works to ensure compliance with design, codes, and safety standards. · Reviewing the PC commissioning and test plans (CTP) prior to testing. · Conduct ad hoc inspections and raise any warranted concerns with the PC. · As and when required by the scope CTP, participating in witness and or hold points. · If required, raise NEC corrective defect notices in line with the Project Engineer whilst monitoring that the PC is working to timely close out the corrective action to ensure schedule up keep. · The raising of an NEC early warning notification in collaboration with the Project Engineer and NEC Project Manager. · Ensure all materials and workmanship meet NEC contract and industry requirements as set out in the Project scope of work. · Review and approval of commissioning plans, risk assessments, method statements, functional test protocols, commissioning test records, punch lists, system turnover packages and commissioning summary reports. · Ensure turnover packages are complete and accurate to allow the validation team and operations team to successfully complete their checks and balances on completion of commissioning for validated / GMP systems. Health, Safety & Environment · Promote and enforce safety practices prior to dynamic and static testing. · Participate in toolbox talks, safety audits, and risk assessments when required or requested. · Monitor HSE daily and participate in the CP safety programme. · Liaise with the HSE Lead in all matters relating to commissioning testing activities. · Participate in PSSER (Process Safety Reviews) with all required stakeholders. Commercial & Documentation · Ensure up to date calibration certification is available prior to testing for piping, electrical and data systems. · Verifying subcontractor claims that may be raised, this will require coordination with the NEC Project Manager. · Ensure that the CP maintain accurate as-built records, and documentation for turnover packages. · Stakeholder Coordination · Interface with Team Members, consultants, and PC to ensure clear communication and issue resolution when required. · Participate in commissioning and or validation coordination meetings and progress reviews. Project Specific · Part of the Project scope is to ‘tie-in’ existing buildings and services to the new facility. · As Commissioning Lead you will be expected to excel in the following: · The main point of contact for engineering team members for all matters relating to the scope prior to commencement of the activity. · Management of change - Support the Change Control Team’ for all matters applicable to the scope. · Liaise with Project HSSE Lead to ensure that the scope is managed and coordinated with all relevant stakeholders to ensure ‘Business as Usual’ |
