Organization Overview:
The Global Facilities Delivery (GFD) Organization delivers new and renovated capital assets around the world. Our mission is accomplished through a highly leveraged organization of design, construction and qualification contractors.
Responsibilities:
This role will support a new manufacturing site in Richmond, VA that will supply existing or new medicines for our patient. When the construction and C&Q is completed, this role will transition to a site HSE operations role to support the manufacture of medicine.
Key Objectives/Deliverables:
- Support the management of GFD’s Contractor Safety Management Program (CSMP):
- GFD’s Safety Manage and / or own relationship with leveraged Safety Advisor(s) or strategic partners.
- Serve as the Subject Matter Expert (SME) for department HSE documents and standards.
- Coach GFD’s project teams in complying with GFD’s CSMP.
- Project Safety Orientation expectations aligned with compliance standards and industry trends.
- Environmental requirements and permits in conjunction with local regulations.
- Field confirmation of each project’s application of GFD’s CSMP.
- Training for GFD personnel on GFD’s CSMP.
- GFD’s Safety processes for Hazard Recognition and Risk Assessment, Confined Space Entry (CSE), Hot Work Permit (HWP), Lock Out/Tag Out (LOTO), Safe To Operate Permit (STOP), etc.
- HSE Project Field execution inspections against regulatory, corporate and GFD HSE standards.
- Leading and lagging Indicators as well as develop analytics for the project.
- Work closely with Global HSE and GFD HSE SMEs to ensure alignment with corporate priorities and standards as well as GFD requirements.
- Lead, support and/or influence the investigation and Root Cause Analysis (RCA) of unplanned, adverse incidents.
- Apply technical skills at a network / global level by demonstrate high degree of influence.
Basic Requirements:
- Bachelor’s degree in Safety, Engineering, Environmental Science, Industrial Hygiene, or related technical field.
- Minimum (5) years of HSE experience.
- Experience in 29 CFR 1926 governing construction with no less than 5 years of experience in delivering capital projects.
- Qualified applicants must be authorized to work in the United States on a full-time basis. Lilly will not provide support for or sponsor work authorization or visas for this role, including but not limited to F-1 CPT, F-1 OPT, F-1 STEM OPT, J-1, H-1B, TN, O-1, E-3, H-1B1, or L-1.
Additional Skills/Preferences:
- Direct experience supporting contractor safety management programs and/or permit-to-work (PTW) systems.
- Experience working with OSHA regulations, risk management practices, and safe work permitting requirements.
- Demonstrated ability to translate regulatory requirements and company standards into practical, field-executable procedures.
- Experience supporting contractor lifecycle processes (prequalification, onboarding, field oversight, performance evaluation).
- Demonstrates professional excellence through sound independent judgment, strong initiative, and an unwavering commitment to ethical standards.
- Proven ability to influence Project Managers and Contractors without direct authority.
- Strong written and verbal communication skills.

- Experience in greenfield, major capital project delivery, or startup environments, including construction and commissioning phases.
- Experience developing or administering permit-to-work systems.
- Familiarity with process safety program integration (MOC, energy isolation, SIMOPS coordination).

Actual compensation will depend on a candidate’s education, experience, skills, and geographic location. The anticipated wage for this position is
$66,000 - $171,600
Full-time equivalent employees also will be eligible for a company bonus (depending, in part, on company and individual performance).
