Role & Responsibilities:
1. Global Capital CAPEX Management
Lead the governance-level review and challenge of budgets for new and ongoing global capital projects, assessing the overall investment rationale, cost structure, and alignment with approved scope, capacity assumptions, and corporate strategy. Exercise oversight of capital expenditure portfolios with an aggregate value, ensuring budget integrity, transparency, and disciplined capital allocation. Review and control global engineering cash flow planning and execution, focusing on the alignment between cash outflows, project progress, procurement strategies, and contractual milestones. Direct cash flow management towards meeting year end forecast.Identify and escalate potential budget overruns, cash flow front-loading, or structural financial risks, providing fact-based input to senior management for decision-making. Verify project cost estimates via historical pricing, unit rate comparison, and regional construction cost indices. Lead global project cost controlling, provide standards and tools, ensure adherence to company policies and guidelines
2. Functional system SAP structure management
- Manage the global Work Breakdown Structure (WBS) for capital projects within the SAP system to ensure it supports effective budget control, cost tracking, and cash flow forecasting.
- Assess the appropriateness of WBS structures against project scope, procurement packages, contract strategies, and execution phases, preventing cost misallocation or loss of financial control.
- Ensure logical consistency between approved budgets, commitments, actual costs, and forecasted expenditures within SAP, enabling reliable CAPEX and cash reporting.
3. Define and maintain guide project related pricing to support bidding and tendering activities, while exercising budget and cash flow control for each project and major procurement package to ensure alignment with approved CAPEX and investment plans.
4. Global Engineering Operation Management, including scorecard, DM, WBS, safety, compliance etc
Requirements:
- Minimum education requirements for the position: Master
- Work experience over 15 years
- Demonstrated experience in team and operational management, with the ability to rapidly resolve cross-functional and cross-department communication issues, supported by a strong understanding of corporate organizational structures and functional roles.
- Solid experience in budget management and cost controlling for capital construction and engineering projects, including governance-level review and control of project budgets.
- Strong familiarity with project cost estimates and pricing of major engineering systems and equipment, as well as regional construction cost differences and benchmarks across different geographies.
- Strong command of financial and accounting requirements related to capital projects, including cost capitalization, depreciation calculations, and structured management of budget flow and cash flow.
- Highly analytical, structured, and logical thinker, with strong data sensitivity and a high level of confidence in data accuracy and reliability.
- Advanced proficiency in Excel, Microsoft Project, and other commonly used project and financial management tools.
- Implementation of AI-augmented planning and execution
